I tried updating from an old version (7.14.0.15) to Latest (7.14.2.14), it completed installing then immediately blue screened and crashed my PC. I turned PC back on and it had not installed. I tried downloading again but it said I was missing some cache folder and couldn't complete and gave error code 0x80070643. It wont even download older version I had before.

Thank you for posting in Intel Communities.
You may also want to try these two steps first.
1. Uninstall the Intel® Extreme Tuning Utility.
1) Use the Windows 10 Apps and Features.
2) Search for Intel® Extreme Tuning Utility.
3) Click uninstall.
2. Open the Task Manager.
1) Check under Processes for XtuService.
2) If found, click End Task.
If the issue persists, follow the steps below to completely remove the Intel® Extreme Tuning Utility.
1. Locate installutil.exe at C:\Windows\Microsoft.NET\Framework\v4.0.30319\InstallUtil.exe.
2. Locate XTU service at: C:\Program Files (x86)\Intel\Intel(R) Extreme Tuning Utility\XtuService.exe.
3. Using those pieces of information, open a command prompt as an admin and enter your information for the location of the Extreme Tuning service. (Your location may be different. An example is given below.)
C:\Windows\Microsoft.NET\Framework\v4.0.30319\InstallUtil.exe /u C:\Program Files (x86)\Intel\Intel(R) Extreme Tuning Utility\XtuService.exe.
4. Delete any folder named Intel® XTU from these locations: C:\Program Files (x86)\Intel and C:\ProgramData\Intel.
5. Delete the folder named Intel Telemetry under C:\ProgramData:.
6. You may want to reboot your system (optional).
Download and install the Intel® XTU application.

I have Windows 11 Pro but i assume it should all be relatively the same. When i go into apps and try to uninstall it gives me this error and will not uninstall

The command prompt did nothing for me and I have deleted all the file in the instructions. I restarted PC and tried installing and it gave me the same error.
After that error, it popped up another box saying the old version couldn't be removed and to contact technical support

The file paths shown on the screenshots are quite different. Can you please manually locate the following:

- Do the same for C:\Program Files (x86)\Intel\Intel(R) Extreme Tuning Utility\XtuService.exe. (copy and save the file path);

I have done everything you previously posted. The command prompt doesnt work because XTU does not exist in program files x86.
I have two Intel Telemetry folders.
I deleted the one from C:\ProgramData\intel
the other is C:\ProgramData\Intel\Uploader , do i delete this one too?
Other than that i have deleted XTU from everywhere mentioned above.

We've reviewed your issue and noticed that experiencing a crash during mid-installation is quite unusual. Therefore, we recommend removing all XTU folders from both ProgramData and ProgramFiles once more. To completely remove XTU, please follow our "How to Uninstall the Intel® Extreme Tuning Utility (Intel® XTU)" article and locate the folders.
Note: The ProgramData folder is hidden, so you may need to enable the option to show hidden folders under the view settings. Additionally, check for any XTU services running in Task Manager and ensure they are ended.
Please share screenshots of the following folders to confirm:
- C:\ProgramData\Intel (make sure no XTU files/folders are present)
- C:\Program Files\Intel (make sure no XTU folder/files are present)
You can also search for XTU under the local C: drive and clear out any related files and folders (unless you have specific profiles you want to keep). Once all XTU folders have been removed and services have been ended, please reboot your system. After that, try downloading the latest version of XTU. Since XTU is a Windows-based application, please ensure that your Windows is up to date.

My apologies, I have had an extremely busy month. I have done what you said to do.
The following are files my computer will not allow me to delete.
I then rebooted my PC and for kicks and giggles looked at task manager. And XTU Service was running even after deleting all of it.
I ended the task and tried reinstalling newest XTU and again, the same error messages (Fatal error installing). So honestly I don't know what to do at this point. Is windows 11 just garbage? Or is it the CPU that isn't right?
