I use i7 10700. (Non-k). How can I overclock it?? Everywhere it's given that it can be boosted upto 4.80 hz. (I use gigabyte b460 motherboard). Please help me in this solution.

There is no overclocking on your processor.  As I have stated before, only X and K processors can be overclocked.  You do not have an X or K processor.

What you are talking about is turbo boost, which is not overclocking.

Intel® Turbo Boost Max Technology 3.0 identifies the best performing core(s) on a processor and provides increased performance on those cores through increasing frequency as needed by taking advantage of power and thermal headroom. Turbo Boost is enabled or disabled in BIOS Setup. The default is to enable Turbo Boost. If you think that Turbo Boost has been disabled, either find the parameter in BIOS Setup and set it back to Enabled or simply set the entire BIOS configuration to defaults.
