Power consumption data on CPU executing idle cycles

I am trying to find out if data is available on Intel processors to give power consumption figures when processor is executing idle cycles. I also need to get power consumption figures for when processor is executing active instruction cycles. I realise there is no absolute figure but could I take TDP to be representative? I am doing some research work on monitoring PCs by collecting time in idle and user/system cycles and trying to work out dynamic power consumption or at least that element of variability that the process will contribute, which I understand is the most significant aspect of any variance in power consumption. I have looked at a couple of Processor specification documents but the idle power consumption is not mentioned and only TDP or absolute maximum power disapation. Can you direct me to where this can be obtained.
