Processor not to going to max turbo that is advertised

I have a Intel Core i5 7th Generation 7300HQ and it says it can turbo boost to 3.5 GHz but it can never reach it even when going into the BIOS to enable Turbo Boost and even enabling Ultimate Performance in Power Plans.

The Intel Turbo Boost facility's ability to reach its highest clock speeds is dependent upon processor load, temperature, power and a whole slew of other conditions. It can also be prevented from achieving its highest clock speeds by features such as power limiting.
