Query on PCIe Lane Margining Tool 1.3

I am trying to run PCIe Lane Margining Tool 1.3 tool on my board. The tool is reporting the error "Port not ready to margin... try again"

What all parameter tool is using to determine if port ready for margining? If it is checking for some capability or control config register, can you provide the list.
