we've been facing the issue described in this topic for quite a while. The topic is locked an unsolved. We found a solution and wanted to share

The issue regards CPU running at bad frequency (0.8ghz instead of 3.5). The OP had a quite similar mobo and CPU. The involved part is not the CPU but the motherboard. A recent BIOS update (july 2016) enables by default a parameter named "Intel Adaptive Thermal Monitor". It seems not to be supported correctly and forces the CPU to run at 0.8ghz.
