What is current limit throttle?

I have set my core offset to -0.170 Volts and the package temperature has dropped to 45-50C. But the current limit continues to throttle. Please help.

It is exactly what the name implies. The power current to the processor is being limited. If the processor tried to draw more power than the limit imposed, the processor will be throttled to stop it from doing so. You need to be asking the manufacturer of your system why it is imposing a current limit.
