Which of these two Intel processors seems a better choice?

I was planning to buy a new PC on Amazon. Here's the comparison between the two. https://www.intel.com/content/www/us/en/products/compare.html?productIds=97128,193738 The new one is the ninth generation one. It doesn't have some of the features my old one has and the BASE frequency of the CPU is lower. Am I getting a bad deal here? Thanks for the help.

Go with the 9th gen.   Just remember, it does not have graphics.
