Why does Ultracore exist?

As far as Intel's Ultra-Core is concerned, it is a processor with NPU. However, it is commonly believed that the NPU that can be used for "Generative AI" is 40TOPS or higher. Ultra-Core is known as 11TOPS, but isn't "Generative AI" meaningless? And is there a difference other than performance with 14th generation Intel cores?
