Why dos your general purpose X86-64 processor require Intel ME?

Why are end users forbade from disabling Intel ME?

Will Intel be coming out with a general purpose X86-64 processor that does not incorporate Intel ME?

Who holds the liability if Intel ME is exploited in the wild?

Why are only the Government Agencies given the ability to disable Intel ME?
