so my laptop has a intel i3 5005u and its been locked at 2ghz. recently i was just looking around in hwinfo and i saw that intel turbo boost technology and programmable ratio limits were supported but disabled. there is no option in bios to change those. and also my friend has the exact laptop as mine, the same cpu but he can overclock. my laptop is dell insperon 3543 made in 2015 i guess. is there anyway i can overclock my cpu?

If there is no setting in the bios, then you have no setting to change. Contact the motherboard/system manufacturer for help with their bios.
Also, neither you nor your friend can overclock your processors. Only X and K processors can be overclocked.
