i7 930 - fan issue?

Sometimes when I power on my computer the cpu fan won't spin, other times it does.

Maybe worth noting that I currently don't have an OS installed on this pc, so I haven't tested it under load or anything.

Is this behaviour normal?

No, it should always spin.
