- I would download and update the latest Bios, Chipset Driver and Intel Management Engine Interface Driver. https://www.dell.com/support/home/il/en/ilbsdt1/product-support/product/inspiron-660s/drivers

omg i just figured out the problem. On 9/19/19 I must have downloaded this from Dell and its the wrong download. I checked for recent programs installed from Intel with 3.0 description and deleted there it was so I deleted it. I restarted my computer and it fixed the 3.0 port its working now. Lesson learned.
well ive been there all day and downloaded all 3 drivers, reinstalled all and unchecked things...so now i am doing a 40 min diagnosis test. Ive wasted a whole day on this. I hope this doesnt happen to my new processor that I bought and just paid off, which has windows 10 on it. Thank you for your time and help. I hope this does the trick.
