pc problem

I have a problem with a new assembled device from
Gigabyte b760i auros pro
Intel i5 13500
16G ram
512G M.2
But suddenly there is a flicker on the screen and the computer freezes
And when installing Windows, this also happens as shown in the attached video
And it also happens when checking the BIOS and it restarts by itself
And I cannot install Windows.
