I think you have two conflicting OpenCL installations: experimental OpenCL CPU and NEO.

Thanks for the report of your issue and providing the clinfo output along with the stack trace. This kind of feedback can lead to very helpful discussion.
At the current time, if users observe issues with new neo deployments on systems with existing ocl implementations a few recommendations:
1) Consider if you really need to run an opencl build that comes from the SRB5.0 package at the same time you're running NEO. Consider removing older implementations that you don't plan to use.
2) Check for an update to the source tree located on github. The developers have been making a ton of updates since the github repo went live. The linked example is a good example of an issue where developers have checkins suggestive of mitigation. (https://github.com/intel/compute-runtime/issues/21).
For context, the NEO opencl driver development tree is divergent from previous SRB releases. As products move toward a NEO driver stack, we'll have more coverage for how they coexist. Reports like this will help. Going forward, closed source opencl cpu runtime and opencl sdk teams have committed to validating along side NEO builds as appropriate.
