BTW, OpenCL SDk has been EOL, you can find this information in the above release notes link, in the section "New in This Release".
We encourage the developers to use DPC++ for the development with oneAPI package. You can download latest OpenCL CPU Runtime from https://www.intel.com/content/www/us/en/developer/articles/technical/intel-cpu-runtime-for-opencl-applications-with-sycl-support.html

Glad to know that you can install the CPU Runtimes for OpenCL successfully. We recommend you use CPU Runtimes for OpenCL, since OpenCL SDK has been end of life.
