Recently, an error has started to pop up regarding DPTF, that causes my cpu to run at 0.96ghz.
Here's the log in event viewer:

Things that I have tried:
sfc /scannow
Installing a newer dptf driver for my device
Finding ConfigTdpPolicy.cpp (without success)
Reinstalling Windows 10 on another hard disk
Flashing the BIOS
Some useful information I have gathered lately:
The bug does not happen on Windows 7 (or is at least, less prevalent).
The bug persisted after a new os installation and BIOS flashing, and hence might not be a software or firmware one.
The model of my laptop is an ASUS S550CM
The error does not cause the speed of the CPU to be unchangeable when it happens when the CPU is running at 1.87ghz or 2.6+ghz, and only when it is running at 0.96ghz
CPU usage is limited to 40% when the bug is active, showing that it should be a DPTF issue.

I was checking ASUS's web site and I found a driver for DPTF, but the driver is only available for Windows® 8 64-bit:

Not sure if you tried that driver already?
Also, the latest BIOS version available for this laptop is: BIOS 202, is that the one you have?

Just to rule out a possible hardware problem, we do have a tool that does a test on the processor, it does an overall test on it, including clock speed, temperature and memory, it is the Intel® processor diagnostics tool, and you can always run it just to make sure the processor is working fine:

Did you check with ASUS directly about this situation?
Maybe they have a fix for this problem, or the specific driver that is needed to resolve this issue.

The fact that you posted this topic on the forums from Microsoft will be really helpful, and they might have the answer for this problem.
From our side, I looked into our download web site for DPTF drivers and nothing is showing in there:

Hi,
The driver I was linked to actually caused my CPU to run at 0.77 ghz, and so I went around looking for other drivers that could hopefully fix my problems. After a painful 3 drivers, I came across this (https://www.asus.com/support/Download/26/6/0/5/I93M6CpBjsrWQj6Y/45/ ASUSTeK Computer Inc. -Support- Driver & Tools - ET2311INTH) and it somewhat solved my problem (the issue was rather weird because it immediately started running the CPU at 2.7 ghz, then when I started the battlenet client, it immediately started overwatch, and when overwatch was closed, the cpu actually resumed normal speed a 1.87 ghz, which shows that the issue might be solved)https://www.asus.com/support/Download/26/6/0/5/I93M6CpBjsrWQj6Y/45/
I might not ask for help on the ASUS forums because the issue seems to have been resolved.
PS: CPU tests gives (--- IPDT64 - End Time: 8/16/2016 7:53:53 PM--- IPDT64 - Result: Pass)

EDIT: Turns out the problem is just more unpredictable than ever, changing frequencies randomly
