May run forever in BIOS, but the system won't start. What could be with the processor? The computer is not mine

All I see is an unsupported Intel processor on an Asus motherboard, some mismatched and mixed speed crucial and kingston memory, and indications of a hardware error.

Your friend has enough problems that requires him/her to contact Asus support.

The CPU supported by your friend's motherboard is E5-2699-v3, not the E5-2673 v4.

https://www.asus.com/support/CPU/1/42/3/2/qCCN4VASDw933uL6/C20140909142535/

As you can see in the above link, you and your friend have problems with your configuration, using an incorrect processor.

Also, look at this page:

https://www.asus.com/uk/supportonly/X99-S/HelpDesk_CPU/

You will not find the 2673 v4 listed.  That should be enough information for you and your friend.
