Intel® Core™ i7-10750H Processor

For no discernible reason,  this processor's six cores and 12 threads reduced to 3 cores and 6 threads.  When the bios is set to enable all cores, the speed step does not work.  Just pokes along at a fixed 2.6 GHz.  Set the bios to 3 cores which all utilities, including intel diagnostics, are the sole cores in existence, voila, speed stepping works again.  My graphics processing programs are visibly slowed by this loss.  Manufacturer refused to repair even though I bought their extended warranty.  Functioning cores are sometimes software controlled so one part can be sold at various price points.  Is there a cure for this?  Any ideas would be appreciated.
