Is my CPU overclocking?

Hi. I have an intel i5-12450H CPU. When my laptop is idle, the task manager shows the CPU clock speed to be between 3 and 3.9 GHz. I was wondering if this is high since it's base clock speed is 2 GHz and turbo boost is upto 4.4 GHz. Thanks in advance.

It is not an X or K processor, so it cannot "overclock".
