Given that you have already reached out to your local technician as well and they have concluded the the CPU is faulty, may I please know the troubleshooting steps they have taken? It's "normal" with Raptor Lake CPUs.
In the third image you provide the CPU is using 150W of power, it's normal for the CPU to reach these temperatures even with fans at 100% considering the power draw.(The IHS does not help either)
There are very few coolers that can maintain a Raptor Lake CPU at 100% all core load without throttling because it uses over 200W.
