Please tell me, I have an i5820u processor, heating in stress tests does not exceed 70 degrees, but at the same time, the processor resets the frequency to 1.8, what could be the problem and can it be fixed somehow?

In reference to this scenario, it is important to mention that the T-junction of the Intel® Core™ i5-8250U processor is 100°C. Any temperature results below or equal to that value are considered normal and expected for this unit:
In regards to your inquiry about why the processor resets the frequency to 1.8, keep in mind that on a mobile device, such as a laptop, everything is customized by the manufacturer of the computer. Hp has the option to enable/disable BIOS settings as well as features and functions of the processor. There are BIOS features like for example Intel® Speed Step that when enabled might produce this kind of behavior of resetting the frequency of the unit.
So, in that case, what we recommend will be to get in contact directly with HP so they can verify the BIOS settings and confirm if Intel® Speed Step or other options are enabled in the BIOS that might be causing this situation and for them to suggest which are the proper BIOS settings for the optimal performance of the machine. We always recommend to use the device at stock configurations with the default BIOS settings and t have the latest BIOS version installed on your platform. HP will be able to provide additional technical assistance on this matter as well:
