how to optimize Level 2 cache in 4th gen xeon processor

I got the follow msg from pqos on 4th gen xeon processor, from it I can see the l2 cache also support allocation, but L2 cache is dedicate for each core, not like L3 cache is sharing with all cores, so why L2 cache support allocation, and in what circumstances it will need allocation, and what we can do to opimize it compare to 2th gen xeon processors

CAT or CMT & MBM may lead to unexpected behavior.
