Переустановка Windows и Драйверов не помогает.

We would like to update this thread.
According to our diagnostic tools, the processor is working correctly. Other systems may perform differently as every configuration and installation is different from hardware to software being used. Intel's diagnostic is that you processor appears to be working correctly.
Download and run CPU stress test apps and check temperatures as another test point if you prefer.
