i have problem with my pc, when i turn on my pc stuck on loading splash screen, and i try to change on bios setting only 1 core, and with this i can boot into windows but can't with all core

Update your bios, reset to default settings. (do not disable any cores)
Then, boot to windows.

Then, you have to consider that one or more of the following is bad:

- Power Supply

i leave all disk drive, ram 1 stick and boot only to usb with windows 10 instaler, and bootloop or stuck in logo windows loading screen. only can boot with 1 core to usb with windows 10 instaler or drive with windows 10.

If it does not work, you need to look at those Items I listeded in my response above.
Do not disable any cores.
Try different memory.
Try a different power supply.
Try a different drive
If you can boot to the bios, and if you have updated your bios (with all cores enabled), then there is something else going on.
Make certain the board bios is set to defaults.
Make sure UEFI boot is enabled.
If you have added a graphics card, remove it and use the onboard graphics.
This is what you need to do to troubleshoot and diagnose the problem. It requires work, and patience.
If you want to blame it on the processor, fine. But, we do not know that the processor is the problem (yet).
Where did you get the processor? Is it used, or new?
Try using only one stick of memory and then using the other stick(s) individually.

i can boot to bios and i can update the bios, uefi enable and legacy but same thing. and cannot boot into usb with windows instaler .

First, make a new USB install stick from the Microsoft link.
