Why does MAX 10's configuration guide (p. 35) suggest using clamping diodes for JTAG IOs, when all IOs already have internal clamping diodes?

Hi,
It is a recommendation to protect the device against the overshoot.With out the diode also design will work fine but due to power fluctuation device may damage in long term point of view. Yes, IOs are having clamping diode which is also optional and can be controlled.
