I want to know which hard disk is bad then i will would to do replace it.
Have any library or API could check hard disk storage status (hard disk or cable damage) on RAID 1 mode on windows?

From our side unfortunately there is no tool in order to check the hard disk storage status. The closest thing in order to do that will be the Intel® RST that you already have installed and that verifes the status of the hard drive or RAID but not the storage on it.
Now, on the link you gave us previously, there is an option to download drivers, in there you might find a tool that does that. You just need to create an account:
