Client GPU mesa installation error - cannot fix dpkg dependencies

I followed the installation step but met an error in step 3.1.3 while installing mesa.

 

The error message says that I have several unmet dependencies, shown below.

Tried apt --fix-broken install, but the dependencies cannot be solved because the old dpkg can not be overwritten, as shown below.

The problem is the same as the one in a recent thread in the Ubuntu forum.

Wondering if anyone knows a solution to solve the dpkg dependencies. Thanks
