Does app preview access, e.g., the camera on your phone , your Facebook application automatically when testing the relevant plugins ? Are there any limitations ? Thanks in advance.

App Preview does have built in plugin that are loaded based on your settings you have selected in the Project Settings of the XDK. To see which plugins App Preview has loaded, you can 5 finger tap (tap all 5 fingers in App Preview)  and you will get an alert which lists the version and which plugins are loaded.

And you don't need to build the app first?

Correct.

However, if you are using other cordova plugins that are not listed in the XDK, you will need to build it.
