Are ios build servers down?

After upgrading to 2170, I'm able to build ios successfully but when trying to install, it has the message
"Cannont connect to appcenter.html5tools-software.intel.com"

Are the servers down?

There is an issue with downloading app OTA on iOS. You have to download from the Build page using "Download" button. Please see this post.
