Cannot Register Software

I am trying to register Rogue Wave* IMSL* Fortran Numerical Libraries for Windows* however when I enter the serial number I get the following error.

"Activation rights do not allow this software to be installed this could be due to expired subscriptions or incompatible serial number." 

I have already registered to software on the Intel site and I have tried generating a license file with alternative activation options.  Nothing works.  Please help.
