Cannot make signed version of App Preview

I cannot make a signed version of App Preview for iOS because I cannot create another Developer Certificate, the option is greyed out. We had 4 developer certificates and deleted an unwanted one thinking this would allow the creation of the a new one for the App Preview, but the option is still greyed out on Apple's developer website.

You can use the existing Developer Certificate, just create another provision profile with the existing developer cert and the device ids.
