Clone display output

I have a system where I want the Intel dual clone output to ALWAYS output the same resolution/refresh as the primary monitor. I think Intel used to refer to this as Twin display (versus Clone display). I want it to do this regardless of what type of monitor is connected (ignore the EDID), or even when there is no monitor connected. Is there a way to modify the igxp32.inf file to do this... or does Intel provide any API to control their Clone head (perhaps under NDA), for example to enable it, or set the gamma correction just on the Clone?
