Download older version of libraries?

The registration center no longer has an "additional downloads" section as described here: https://software.intel.com/en-us/articles/older-version-product

How can I access an older version of a library (specifically MKL 9.0)?

Hello,

Only current versions are accessible with the community license for Intel Performance Libraries.  In order to get access to older versions you would need a license for Intel Parallel Studio XE.
