Enhancing Pre-boot Environments with EFI Applications

This question is in response to Jiming Sun's Intel Software Network article Enhancing Pre-boot Environments with EFI Applications.

Is it possible to run an EFI pre-boot application and an OS simultaneously? or launch an OS using an EFI pre-boot application (still leaving the pre-boot app running)?

We ran this question by our engineering contacts, who responded that at this time, the DOS-like Terminate-and-Stay-Resident (TSR) process you've asked about cannot be done with EFI in a way that a user can write. The various abstraction layers do something akin to this, but through very private methods.
