FlexLM doesn't install properly

I have tried installing the Licence Manager several times...
If I select the License file that I received in Email I get an error that it "Is not a valid counted license"
If I bypass this step by selecting "I do not have a license file" Then the service does not install.
I.E When I run Configure Intel License Manager for FlexLM i get the following error...
Failed to Install Windows Service "Intel License Manager for Flex LM"
We have reregistered and have had multiple copies of the License file sent to us. They simply do not work.

Jeff,

Make sure to install the license server with Admin privileges. Additionally, the document located here may be of help. Although it sounds like there may be a few things happening in this situation.

If the behavior persists, can you let me know the full text of the install error message or behavior when FlexLM does not install?

Jeff,

Also, after installing the Intel License Manager for FlexLM* without the license file, you need to start the License Manager before running your Intel product. Information about this can be found in the Windows install section 3.3.1 of the Using the Intel License Manager for FlexLM users guide.

A possible workaround for Windows* Server 2008 may be documented here. Another option may be to install the License Server (FlexLM) selecting the option that you do not have a license file. Then manually applying the license using the license server management tools.
