How to change license hostID

Hello,

I would like to remove my software license manger from an existing Windows machine and install it on a new machine, but when I try to do the install it says "Serial number is already activated with another hostID."    What is the exact procedure for accomplishing this change?  I've looked at the various FAQs but have found no relevant information.  I assume I must somehow change the hostID associated with the serial number, but how?
