IPP Licensing, very large team, few individuals coding IPP

Hi, we've been using IPP for several years.

We've always bought IPP licenses based on the number of individuals that actually write and test the IPP related code.

We now have a situation where our license usage is being reviewed and questioned by our new legal team, and they have an interpretation from the licensing FAQ that if any person or system checks out the code, or compiles IPP code, regardless of if they are actually developing or testing the IPP code specifically, that they need a license.

Given the size of our teams working on the products we are talking hundreds and hundreds of licenses.

 

Please clarify:

Large product, consisting of many work spaces, and many modules, and many libraries and many lines of code.

Large dev and QA teams.

Every developer always syncs the entire project, checks out the component they are working on, makes changes, builds locally, unit tests locally, reviews changes, if all is well check in changes, integration builds, CM builds.

Very few developers write code against the IPP libraries, they have IPP licenses, but the components that talk to IPP are always synced down to build by every developer.

 

Do we need IPP licenses for every developer that writes IPP code, or every developer that syncs and compiles IPP code even if they don't code against it?
