Intel Parallel Studio XE 2015 not install

Hi!

I have a problem with installing Intel Parallel Studio XE 2015. Instal Software Setup Assistant simply are not started. I'm try full and online - not success. File are not corrupted - my friend succesfully open setup file.
OS: Windows 8.1 x64 
What needs to open an installation? (Open by administrator are not succes too).
