Laptop wont boot

Intel sent me a prototype laptop to test with the software I'm developing.  Problem is, the laptop wont boot to Windows, it boots and goes to EFI shell.  I'd like help getting this fixed, I cant seem to reinstall windows.  I've asked my email contacts who sent me the laptop for help, but they said my best bet was to post on this forum.  Can I send the laptop back for repairs?
