License transfer: Visual Fortran Compiler for Windows

Good afternoon,

I was wondering if anyone could provide me with instructions/guidance for transferring a license for Visual Fortran Compiler Pro Ed for Windows from one person to another. The person that currently holds the license has left the project it was purchased for and I now need to relicense it to someone else.
