We build software for ourselves to run on Windows however our partner would like to execute the binary natively on Linux. Is there any way to use our Parallel Studio XE for Windows license to build a Linux target? We use a couple of Math Kernel Library functions.

You need the corresponding linux product. None of the compilers (except for MIC) are cross-compilers. There are no combined linux and Windows licenses.
