After install i go to login page but shows an error message:
I try to open the page directly on the browser and opens correctly, any advice?, maybe xdk is trying to use a proxy or something?.
Using fiddle i can see a "Request Header" http://appcenter.html5tools-software.intel.com:443/
But that link at least on browser do not open

Generally, the XDK will auto-configure the proxy settings in a way that is consistent with how Chrome does it. If you have a proxy or firewall on that network, try it from another network, to see if that makes things work. Do you have a firewall on your machine that might be preventing it? The application that needs to be enabled through your local firewall is nw.exe (on a PC).

I have the same issue:
The webpage at https://signin.intel.com/?appid=515&TYPE=33554433&REALMOID=06-900bfa3b-39d4-4f49-95b0-099aaaf63c20&GUID=&SMAUTHREASON=0&METHOD=GET&SMAGENTNAME=$SM$QnJMmP%2bN6gMN%2fVVnfgk5wOmI3XqRSADYbdE9VPLR1oGltLZwYJ6CRfT8RxFdy4HV&TARGET=$SM$HTTPS%3a%2f%2fsfederation%2eintel%2ecom%2ffederation%2fXDK_App_Center%2easp%3ftCulture%3den-US might be temporarily down or it may have moved permanently to a new web address.
I allowed nw.exe through firewall and still get the same error. I have XDK 3900
I even tried to change my default browser to chrome. I do not have a proxy.

Do you see the same behavior with 3759? You will have to completely uninstall 3900 to install 3759.
- complete uninstall > https://software.intel.com/en-us/xdk/faqs/general#uninstall-xdk
- binaries for 3759 > https://software.intel.com/en-us/forums/intel-xdk/topic/705276
