I am want to know once we build our source code through 'Phonegap' does it private? Can I build it locally?

I am not sure what you mean by 'does it private'. I assume you are asking about the privacy of your source code. 

No. Since it is pure javascript and not Javascript compiled to bytecode or machine code, your source code will be visible.

I think you question is can you build without cloud? Yes you can but pretty much you have to download everything like CLI, Android SDK, ios etc. Can you provide more details about your question?

There are no limits to the number of projects you build with the XDK. All of your projects are private. There are no fees or royalties to use the XDK or the build system.
