xt890 an intel cell, I can not access recovery nor andoir ICS system starts, I can only connect the cell Tool Kit Medfield mode, is there any way I can reinstall the recovery to reinstall android ICS or Jeally Bean? or some other solution?

What are you seeing on the screen when you turn it on? 

Did you try to make a factory reset: There are two different options to do so: http://www.hard-reset.com/motorola-razr-i-hard-reset.html

The problem is that I can not enter the bootloader and install the Jeally Bean and then install a version of Ice Cream Sandwich, so the phone does not lit again
