When i save the file using sublime in build 3900 the simulate is not automatically refresh, but the older build can do it. i love sublime, please fix this.

You mean you edit code files that belong to a project with Sublime Text while Intel XDK has this project opened. After you save changed made with Sublime Text, Intel XDK doesn't refresh the files that you edited with Sublime Text. Is this what you you report?

I will report this issue to engineering. In the meantime, as a workaround, you can use the refresh button on the Simulate tab's toolbar:
