Touch Screen

I want to develop a touch screenapplication in .Net/Java. What i could find only is that we need to make mouse events instead ofkey pressevents, rest of the work will be of TouchScreen only. Is that so or do we need to make something more? Can somebody elaborate more on TouchScreen application as how can we make it?
