Windows Embedded Compact 2013 and Intel 82574L drivers

Hello.
I'm trying to run Windows Embedded Compact 2013 on Intel Atom motherboard with Intel 82574L Ethernet.
I downloaded drivers from https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=22928 , installed the package and read in DriverSelectionGuide.txt that:

Windows Embedded Compact 2013
This operating system uses all the same drivers as the Windows Embedded Compact 7 release.  Please see that 
section for full support details.
 

I included drivers in image as written in instruction:

  E1i61CE7.dll      $(_FLATRELEASEDIR)\E1i61CE7.dll                NK  SHK
  E1ICEISR.dll      $(_FLATRELEASEDIR)\E1iCEISR.dll                NK  SHK

Also I copied e1i61ce7.reg in Osdesign.reg and set static IP. Image was successfully built.
So Windows starts without any problem, but I cannot ping my device and I cannot ping my computer from device.
The reason is that device cannot see adapter.
From device boot log which I get by serial port I found message:

Cannot load executables built for OS version 7.00

As far as I understand this message is about network drivers. Full log is attached in celog.txt.
Does anybody know if there is some additional registry settings or any tricks to run these drivers?
