Yes, the Windows Phone Build system target is still currently in Beta, but unavailable as we are actively refining the build experience for increased support for Apache Cordova* and related configurations.
I just downloaded Intel XDK 2727 and I have tried to build with Windows Phone 8.1 tab, but I got the error message: An error occurred while building the application. Verify your build assets are correct and try again.
Building a Cordova 4.1.2 application.
The application name is Nodirtyenv
The package name is 6839Nodirtyenv.Nodirtyenv

I am able to build, but when I upload to Microsoft website "dev.windows.com", I am getting the following errors:
