There is also a threading bug in the game engine that causes problems on system that support >2 threads (e.g. ILK with hyperthreading, also Core i5-750 and up). Workaround is:
Adding these 2 lines to Fallout.ini in Documents\\My Games\\Fallout3 under [General]
bUseThreadedAI=1
iNumHWThreads=2

Yes, this is a workaround cited on many forums. Although this is not an officially approved workaround, it WORKS.

Fallout 3 actually works quite well on my laptop without any tweaks at all, on low settings. Only a few areas experience stutter and very low framerates, otherwise generally framerates are over 20/sec.
My computer specs are:
Toshiba Satellite L510
Pentium Dual-Core T4400 2.20 GHz
2GB DDR3 RAM
320GB Harddisk
Intel 4500MHD Integrated Graphics Card
